She received a Bachelor of Arts degree from the University of Texas at Austin in 1975, and a Juris Doctorate from the University of Houston in 1978. Judge Garcy was in private practice in Houston, Texas, from 1978 to 1990. During this time, she also worked as an adjunct professor at the University of Houston. She was granted specialization in the field of immigration and nationality law by the Texas Board of Legal Specialization in 1984 and was recertified in 1994. Judge Garcy is a member of the Texas Bar.
