Judge Keenan was appointed as an Immigration Judge in November 1996. He received a Bachelor of Arts degree from Southeast Massachusetts University in 1984, and a Juris Doctorate from the New England School of Law in 1987. Judge Keenan served as assistant district counsel with the former Immigration and Naturalization Service in Boston from 1987 to 1996. From 1976 to 1980, he served in the U.S. Army. Judge Keenan is a member of the Massachusetts Bar.
