Dorothy A. Harbeck was appointed as an immigration judge in September 2006. She received a bachelor of arts degree in 1984 from Wellesley College and a juris doctorate in 1989 from Seton Hall University School of Law. She received a certificate in trial advocacy skills from the National Institute of Trial Advocacy at the University of North Carolina, Chapel Hill. From 1990 to September 2006, Judge Harbeck was in private practice in Trenton and Red Bank, N.J. She is a former New Jersey Superior Court arbitrator and an accredited mediator. She is a member of the New Jersey and New York bars.
